REPORT OF THE EEEHA AD HOC COMMITTEE ON FORMING A CITY-APPROVED NEIGHBORHOOD ASSOCIATION Submitted By: Guy Borders, Joana Diamos, Elaine Hegstrom, Brad Rollings, John Rupley RECOMMENDED ACTIONS: 1. Persuade EEE residents to consult with board members who have knowledge of the neighborhood and of the possible impact of a remodeling or renovation project. If remodeling or renovating, to consult at an early stage in planning, before submission of plans to DSD. If living next to a home being remodeled or renovated, to consult when first apprised of the project by the neighbor or by notice from DSD. To this end: send a letter to EEE residents once each year encouraging consultation by those participating in a building project with the EEEHA board, include this letter in the welcome package, insert a paragraph encouraging consultation in each newsletter, and add contact information to the neighborhood directory. 2. Engage a contractor who will assemble in a timely way information on requests to the city for building permits, variances and rezonings, liquor licenses, etc., for the area included within and adjacent to EEE. OPTIONS CONSIDERED BUT NOT RECOMMENDED: 1. Revision of the articles of incorporation and bylaws of EEEHA to accord with the guidelines for a city-approved neighborhood association, then registration of the restructured association with the city. The committee was unable to recommend this action primarily because of concerns about privacy, i.e., publication of information about individuals and about association affairs. 2. Establishment of a city-approved neighborhood association, registered with the city, to function in parallel with the existing homeowners association (EEEHA). The committee was unable to recommend this action because of concerns about privacy and as importantly, concern about having two independent associations with essentially identical aims, obligations, and constituency. RECOMMENDED FOR DEFERRED CONSIDERATION: 1. Establishment of a city-approved coalition. 2. Establishment of an NPZ overlay for this neighborhood.
